Helping Fan the Flames or Catch the Rioters?

An article in the Tuesday, August 9th ABA Journal caught my eye because of the legal implications (shutting down BlackBerry service?) and turned out to be very thought-provoking. Do smart phones and social media give the edge to rioters – who can organize and mobilize more quickly now – or to law enforcement – who have access to the same information and can use it to stem the riots and catch/prosecute bad guys later.
